The situation
Interior's August decision sets how Lake Powell and Lake Mead run in 2027 and 2028, and Nevada has sued to overturn it, with Arizona moving to join on 16 October. Powell will release 6 to 7 million acre-feet next year, fixed in April, and if Lake Mead is projected below 1,010 feet the rules call for talks on cuts beyond the 1.25 million acre-feet already ordered. You convene the Lower Basin states before the federal answer to Nevada's suit, due 10 December. Nevada's counsel says the cuts would take most of its share. Arizona's director says farms and cities cannot absorb more. The chair of the Colorado River Board of California wants the stability the decision gives.
