Simulated scenario
COP31 Antalya: land the final text by 20 November
Win consensus on one cover text, covering finance, adaptation and the energy transition, before the closing plenary. A simulation, not a prediction.
Your seat President of Negotiations
The situation
COP31 runs in Antalya, Türkiye, from 9 to 20 November, with Australia presiding over the negotiations under a deal struck at COP30. Every decision needs consensus, so a single bloc can block the final text on the last night. You hold the pen as President of Negotiations. The small island states want COP28's call to transition away from fossil fuels kept and built on. An oil exporters' negotiator will block any text that names fuels. The EU wants new national climate plans to be judged against 1.5 degrees. A large emerging economy will not sign without new money for adaptation. You win when all four accept one cover text before the closing plenary. Each turn you say one thing. The table moves on what you say; reach the win line to win.

How scoring works
You have 8 turns. You win by bringing the table to at least 70% support. Your points come from how much of the table you bring around, with each person counted by how much their view carries. Each turn you say one thing. The table moves on what you say; reach 70% to win. Every turn is re-checked from the moves you made, so the score can be reproduced.
A limited number of turns are free. After that, each turn costs credits. The game shows what you have left before you spend anything.
