The situation
Hawaiʻi County's council has passed Bill 147 on first reading, but the nine members are split and the final reading is expected next month. How scoring works
You have 8 turns. You win by bringing the table to at least 70% support. Your points come from how much of the table you bring around, with each person counted by how much their view carries. Each turn you say one thing. The table moves on what you say; reach 70% to win. Every turn is re-checked from the moves you made, so the score can be reproduced.
A limited number of turns are free. After that, each turn costs credits. The game shows what you have left before you spend anything.
