The situation
Vienna, late November 2026. The group's ministers meet to fix first-quarter output. Prices are soft, stocks are building, and everyone at the table is pumping above their allotted barrels. The Gulf swing producer wants a cut to defend the price; the market-share hawk wants none; an African minister says her baseline is unfair; a non-member partner will only join a deal that costs it nothing. You chair the session and need a communique all four can sign tonight. Last quarter's deal collapsed within weeks, because nobody trusted anyone else's numbers. Every minister arrives with a private floor on price and a private ceiling on pain, and none will say it aloud. The press waits outside and the market will price whatever you announce. How scoring works
You have 8 turns. You win by bringing the table to at least 70% support. Your points come from how much of the table you bring around, with each person counted by how much their view carries. Each turn you say one thing. The table moves on what you say; reach 70% to win. Every turn is re-checked from the moves you made, so the score can be reproduced.
A limited number of turns are free. After that, each turn costs credits. The game shows what you have left before you spend anything.
