Simulated scenario
Lame duck: fund the government past 11 December
Agree one funding bill, with a topline and an end date, that all four will round up votes for before 11 December. A simulation, not a prediction.
Your seat Lead negotiator for the majority leadership
The situation
The stopgap that keeps the federal government open runs out on 11 December. Congress returns after the 3 November election with a few weeks to pass full-year spending bills or another stopgap, or the government shuts. You lead the negotiation for the majority leadership. The minority's senior appropriator will not supply votes without a full-year deal. A fiscal hawk who leads a bloc of members wants spending held flat and will oppose any long stopgap. The defence subcommittee chair needs full-year money for the military. The White House budget director wants no shutdown on the administration's watch. You win when all four agree to round up votes for one bill, with a date and a topline, before the deadline. Each turn you say one thing. The table moves on what you say; reach the win line to…

How scoring works
You have 8 turns. You win by bringing the table to at least 70% support. Your points come from how much of the table you bring around, with each person counted by how much their view carries. Each turn you say one thing. The table moves on what you say; reach 70% to win. Every turn is re-checked from the moves you made, so the score can be reproduced.
A limited number of turns are free. After that, each turn costs credits. The game shows what you have left before you spend anything.
