The community room of a 90-unit building, Wednesday, 7 p.m. Forty tenants are here, and the association chair must bring a motion to a vote. For six months the landlord has ignored repair requests: no heat in two flats, a broken lift and a leak in the stairwell. The repairs representative wants a strike from the first of the month, with a dated demand list. The older tenants' representative fears eviction and wants protection written in before anyone stops paying. The treasurer says the strike fund holds two months of rent and wants it audited. The landlord liaison wants a fourteen-day window for talks before any vote. You chair. Each turn you say one thing. The table moves on what you say; reach 68% to win. Every turn is re-checked from the moves you made, so the score can be reproduced.
