The situation
A regional health foundation's review panel meets on your proposal: a two-year pilot sending community health workers to check on discharged patients at home. The panel has more good proposals than money. The program officer liked your letter of intent; the panel chair and the finance lead have doubts.

How scoring works
You have 8 turns. You win by bringing the table to at least 70% support. Your points come from how much of the table you bring around, with each person counted by how much their view carries. Talk alone does not move anyone; offers do. Every turn is re-checked from the moves you made, so the score can be reproduced.
A limited number of turns are free. After that, each turn costs credits. The game shows what you have left before you spend anything.
